CTA-LC Purpose
The Call-To-Action Leadership Conference (CTA-LC) is held during the last
weekend in January during a legislative year in Salem, Oregon. This
conference may be a one-day conference or two-day conference. The
Conference is open to the public, and the Oregon Assembly for Black
Affairs (OABA) hosts it. The purpose of the Call-To-Action Leadership
Conference (CTA-LC) is to bring together persons concerned with the
political development of Blacks in Oregon, to discuss legislative and
executive priorities of the Oregon Black Community and the State of
Oregon, and to prepare a legislative agenda with strategies of
implementation. Participants will learn from Legislative Leaders and many
others with expertise in the political arena. Participants will
collectively establish legislative priorities of the Black Community,
prepare a legislative agenda, and develop strategies for implementation.
Resolutions and issues that were developed at the last Oregon Black
Political Convention are helpful to the participants in carrying out the
purpose of the conference.

Legislative Proposals
and Issues
Legislative Proposals
-
Propose legislation, in the Oregon
Legislature, that requires Oregon attorneys to provide effective and
unbiased legal representation to all clients regardless of their ability
to pay or their status in the Oregon society.

Propose and support legislation, in the
Oregon Legislature, that requires the Oregon Superintendent of Public
Instruction and the Oregon Board of Education to vigorously enforce
state laws relating to equal and open access to educational
opportunities for Black students.

Oppose legislation in the Oregon
Legislature that would change financial aid for students from need-based
aid to merit-based aid for higher education.

Propose a resolution, in the Oregon
Legislature, that urges the United States government to provide
immediate resources for adequate after care for all troops and their
families.

Propose legislation, in the Oregon
Legislature, that requires all law enforcement agencies to collect and
record traffic stop data to document disproportionate enforcements,
which targets minorities.

Propose legislation that opposes the
outsourcing of American jobs to other countries.

Propose legislation in the US Congress
that provides for a comprehensive immigration law that protects the
citizens within this country and those seeking to immigrate here.

Support legislation in the US Congress
that will establish a comprehensive healthcare system for all US
citizens.

Oppose legislation, in the US Congress,
that will privatize Social Security or Medicare.
Issues
- Strongly support and encourage
Black Oregonians to seek appointments on boards, committees and
commissions within municipal, city, county and state governments.
- The United States government should
seek and find a swift and decisive plan to end Iraq and Afghanistan Wars
without further commitment of troops.
- The United States Secretary of
Education should enforce the accountability laws of No Child Left Behind
Act (NCLB Act) on the school districts in Oregon.
- Elected officials and government
agencies should provide access to affordable housing that is decent for
Black Oregonians.
- The US President and his
administration should enforce all the immigration laws.
- All Oregon County Health departments
and Providers should address and correct issues of health disparities.
- ALL elected and appointed official in
Oregon and throughout the USA should ensure that the Constitution of the
United States is being upheld.
On 1/31/09, the CTA-LA participants
discussed, approved and ranked these legislative proposals and issues. On
2/7/09, OABA Board adopted these CTA-LC legislative proposals and issues
and agreed to take the lead in working to implement them as well as to
disseminate them per OABA protocols and procedures.

Techniques and Strategies
with Commitment:
The issue before the
2009 OABA Call-To-Action Leadership Conference is to consider some
techniques and strategies with commitment that will allow the legislative
proposals and issues of this conference to be implemented with full
commitment. A technique is the systematic procedure (or skill) by which a
complex task is accomplished. Strategy is the approach by which the
legislative proposals and Issues may be achieved. Commitment is one’s
obligation to the legislative proposals and issues to take time or energy
required to work for their implementation.
Techniques
- Be a fully informed Citizen about the
legislative proposals and Issues of this conference.
- Become a committed individual to the
legislative proposals and issues of this conference.
- Know your legislators & the processes
to reach them.
- Understand the polices and procedures
of the administrative process
- Understand the lobbying process
- Understand the process of how a bill
becomes a law
Strategies
- Advocate for the legislative proposals
and issues of 2009 OABA Call-To-Action Leadership Conference.
- Lobby for the legislative proposals
and issues that were approved by the 2009 OABA Call-To-Action Leadership
Conference.
- Contact legislators in person, in
writing, by phone and by the Internet concerning the issues and
legislative proposals of this Conference.
- Contact other organizations in person,
in writing, by phone and by the Internet concerning the issues and
legislative proposals of this Conference.
- Reach-out to organizations within
Oregon Black Community with respect to the issues and legislative
proposals.
- Act when called upon to assist with
actions needed to implement legislative proposals and issues of this
Conference.
- Hold house-house meet-ups in local
communities to caucus around the legislative proposals and issues of
this Conference.
